SZA Schilling, Zutt & Anschütz advises the German Federal Government on launching the 'KulturPass' for young people

SZA Schilling, Zutt & Anschütz advised the German Federal Government with a team led by partners Dr. Martin Gross-Langenhoff and Dr. Hans-Georg Berg on the financial regulatory and tax requirements of the introduction of a KulturPass.

The purpose of the KulturPass is to arouse the interest of young people in culture while at the same time supporting the cultural sector which has been impacted by the pandemic. All young people who turn 18 this year will receive a budget of EUR 200 from the German government, which they can then spend via a digital platform on cultural events such as theater, cinema, concerts or museum visits offered to them by cultural institutions. The KulturPass for young people will be launched in mid-June 2023 and will be available as an app and a website.

The Budget Committee of the German Bundestag has allocated up to EUR 100 million for the KulturPass. This will enable up to 750,000 young people to benefit from the pass this year.

The Minister of State for Culture and the Media is responsible for the KulturPass. Under the lead of DOMBERT Rechtsanwälte (state aid and public procurement law), the law firm NORDEMANN advised in particular on IT and contract law issues, while SZA Schilling, Zutt & Anschütz covered the financial regulatory and tax law aspects.
